FY 2009 One-Time Funding Guidelines
The Area Agency on Aging allocates resources to address one-time needs within the planning and service area. Three percent of initial Title III Social Service and Nutrition Program and all-purpose State General Revenue funds, adjusted for Area Agency on Aging direct service waivers, are set aside for one-time use. Five percent of initial Title III Caregiver Support Program funds, adjusted for Area Agency on Aging direct service waivers, are set aside for one-time use.
Funds are made available each fiscal year, but may be reduced or increased after approval of the initial Area Plan, subject to change in the availability of federal or state resources or planned carry-over. In case of reduced resources, adjustments are made in one-time allocations prior to any adjustments in service awards.
The Area Agency on Aging may also use one-time allocations to protect service award levels from the adverse effects of a change in county formula share distributions due to the release of formula factor information. Such adjustments are limited to a fiscal year period.
One-time funds are released regionally, independent of the county share or service share formulas. Proposed regional activity or proposals that impact a larger portion of the planning and service area are generally favored over more limited impact proposals. The Area Agency on Aging may set aside a portion of one-time funding for use by the Area Agency itself to address regional projects when the Area Agency is the best agency available to accomplish a planned one-time activity.
One-time funding may be used to address start-up costs of new projects or demonstration programs but cannot be relied upon for future fiscal year cycles for such projects. One-time funding cannot be used to expand existing service levels, but may be used to rectify barriers to the effective and efficient delivery of services. Individual awards are limited to no more than $25,000 and require a minimum of 10% local non-federal match.
Area Agency on Aging One-time Funding Priorities
Area Agency on Aging priorities for one-time funding are grouped into two categories:
- Capital Asset Replacement, One-time Procurement of Goods – replacement of non-expendable property having a useful life of more than two years or one-time purchase of goods directly related to improving the delivery of service to recipients of Older Americans Act services. Only existing grantees of the Area Agency on Aging are eligible to receive funding under this section.
- Activities that Address the Needs of Priority Populations – seniors aged 60 and older in greatest economic and social need, or those most at-risk of prematurely losing their independence, or those most in need of protection of their basic rights including family caregivers and grandparents raising grandchildren. Special attention is given to the needs of low-income minority older individuals. Special attention is given to under-served populations.
FY 2009 One-Time Funding Priorities
- The Area Agency on Aging, based on FY 2008 NAPIS information, has designated Hispanic elderly as the “under-served population” in Title III B and C services.
- The Area Agency requests applications from community-based racial and ethnic minority organizations located in eight county service area of DuPage, Grundy, Kane, Kankakee, Kendall, Lake, McHenry and Will Counties for One-Time aging-related training grants for their staff to become familiar with the services and benefits available for seniors. Note: Applicants should specify the service applied for as “Information & Assistance”.
- The Area Agency requests proposals from racial and ethnic minority organizations located in DuPage, Kane, Kankakee, and Lake Counties to complete Livable Communities for all Ages Assessments in Westmont (DuPage), Elgin(Kane), City of Kankakee, and Highwood(Lake). Note: Applicants should specify the service applied for as “Outreach”.
Criteria for Grant Selection - capital asset replacement, one-time procurement of goods
Only currently funded grantees are eligible for capital asset replacement and one-time procurement of goods awards. Awards will be made to the applicant whose proposal is responsive to the solicitation and is most advantageous to the Area Agency, price, quality and other factors considered. Any and all proposals may be rejected when it is in the Area Agency’s interest to do so. The Area Agency may consider the following factors:
- Applicant’s ability to clearly articulate the organization’s need for funding, why the request should be selected above others;
- Circumstances related to the organization’s situation;
- Level of request is proportionate to organization’s Title III budget;

Awards will be made to the applicant whose proposal is responsive to the solicitation and is most advantageous to the Area Agency, price, quality and other factors considered. Any and all proposals may be rejected when it is in the Area Agency’s interest to do so. The criteria below will be used in reviewing and evaluating award applications and in making final decisions regarding funding:
- An explanation as to how the award will be used to rectify barriers to the effective and efficient delivery of Area Agency on Aging funded services;
- An explanation as to how the award will help seniors aged 60 and older in greatest economic and social need including their family caregivers and grandparents raising grandchildren, those most at-risk of prematurely losing their independence, and those most in need of protection of their basic rights. How the award will address the needs of low-income minority older individuals or under-served populations;
- Clearly-defined demonstration of how the award will be used to address Area Agency on Aging FY 2009 One-time Funding Priorities and Area Plan Initiatives in the community;
- If planned activities are expected to exceed the duration of the grant cycle, an explanation as to how future costs will be covered;
- Ability to clearly articulate the organization’s need for funding, why the request should be selected above others;
- Circumstances related to the organization’s and/or clients’ situation and solution;
- If applicable, the level of request is proportionate to organization’s Title III budget;
- Ability to clearly articulate the organization’s capacity to effectively implement the outlined project;
- Quantity of local match.
Older Americans Act Program Purposes
Older Americans Act funding is used to develop programs for the elderly which maintain independence and dignity, to target services to low income and minority elders with the greatest economic and social needs, and to provide nutrition and supportive social services and prevent abuse of the elderly.

To make aging easier through the development and promotion of a network of services for older persons designed to optimize the quality of their lives.
